From July 1st, it's finally here: cannabis cultivation is permitted in special associations in Germany. Many clubs in Hesse have already registered or are about to do so.

Registered Associations in Hesse

The Länder register portal already shows more than 20 registered cannabis associations in Hesse. In addition, there are numerous applications, such as ten at the Frankfurt District Court and nine at the Wiesbaden District Court. The Giessen District Court has also already registered six cannabis associations.

Approval and Control

How the approval and control of clubs in Hesse will be handled is currently still unclear. According to the Ministry of Interior, however, they are on the home stretch. "Individual rules of jurisdiction require a legal ordinance to be issued by the cabinet. Key decisions are expected within weeks," said a ministry spokesperson.

Entrepreneurs' Experiences

Fynn von Kutzschenbach (19) and his team founded their first Cannabis Social Club (CSC) in Wiesbaden about a year ago. Further clubs followed in Frankfurt, Hochheim, Taunusstein, Offenbach, and now, freshly, in Mainz. The interest from potential members is enormous, reports von Kutzschenbach. However, there are still some uncertainties, particularly regarding the requirements for suitable plots of land. "As long as I don't know exactly what conditions a plot of land must meet, we cannot sign a lease agreement," explains the young entrepreneur. Renting and equipping would cost several hundred thousand euros.

Rules and Requirements for Cultivation Associations

In the future, a cultivation association will be allowed to dispense cannabis to its members to cover their own needs. A maximum of 25 grams of cannabis per day and 50 grams per month per member are permitted. For adolescents between 18 and 21 years of age, the limit is 30 grams per month.

In addition, there are strict requirements for the locations of cultivation associations. These must be at least 200 meters away from schools, playgrounds, and other facilities for children and young people. The associations may have a maximum of 500 members, who must have been members for at least three months to prevent drug tourism.
